An Introduction
Capacity Building Programme The Community Capacity Building Programme is the largest of the three PCRD programmes and has worked in communities and local governments throughout the Eastern Cape. It has two specific components: Capacity Building for Local Government in particular the development and or improvement of effective public participation processes for local government and the implementation of Conflict Management Systems to assist municipalities in dealing with conflicts in a pro-active manner and thus ensuring that critical development is not disrupted. This takes the form of capacity building support to Ward Committees, CDW’s, Officials and Councilors through training, facilitation, policy development and assistance with project implementations. Capacity Building of Civil Society Organisations to enable them to meet the needs of their stakeholders and to build the organisations to ensure they have greater impact. A key aspect of this work is to capacitate CSO’s to engage with Local Govt. to ensure that residents are able to access the services they are entitled to and to ensure local municipalities are held accountable through the effective use of formal and non-formal structures of public participation. PCRD also seeks to ensure greater cooperation and engagement between CSO’s and structures such as Disabled Persons, Youth and Women structures so their attempts to influence public participation and community development is multi-faceted. Programme Goal The project seeks to build the capacity in local governments and their communities in the Eastern Cape in the areas of public participation, policy development and skills development. It also seeks to manage existing conflicts, deal with conflict in development processes as they arise and to develop sustainable mechanisms of handling conflicts in community development projects and in local government itself.
